Position Summary:

The Transportation Manager provides strategic leadership and operational oversight for the Division’s Student Transportation Services. This includes ensuring the safe, reliable, and cost-effective transportation of students; managing fleet maintenance and replacement; ensuring compliance with all relevant legislation; and supervising transportation staff.

The position operates within the framework of the Red Deer Catholic Regional School Division Policy Handbook, Alberta Education regulations, and applicable Occupational Health & Safety and National Safety Code standards. The Transportation Manager upholds the highest professional and ethical standards expected within a publicly funded educational environment.


Reporting Relationship

  • Works collaboratively with Senior Administration and School Administrators
  • Reports directly to the Supervisor of System Services

Supervises and mentors:

  • Assistant Transportation Manager
  • Shop / Fleet Administration Lead
  • Routing and Dispatch Transportation Staff
  • Bus Drivers
  • Shop Staff (Lead Hand, Shop Hands, and Technicians)

Supports the work of school-based administrators in all matters related to student transportation.


Primary Function

Provides comprehensive leadership and management for all aspects of the Student Transportation Department, including planning, budgeting, safety, routing, training, staffing, evaluation, and continuous improvement. Ensures that all services meet the highest standards of safety, efficiency, and effectiveness.


Performance Responsibilities

Operational Management:

  • Plans, directs, and supervises the Division’s student transportation programs, including rural and urban routes, special needs transportation, and extracurricular/field trip services, in alignment with Board policy and Alberta Education requirements.
  • Oversees the design and monitoring of all bus routes to ensure efficiency, safety, and adherence to service expectations.
  • Manages the acquisition, maintenance, and replacement of fleet vehicles in compliance with provincial safety and inspection standards.
  • Administers procurement of fuel, parts, and supplies in accordance with Division purchasing procedures.
  • Ensures all buses meet or exceed Alberta Transportation safety inspection requirements.
  • Oversees contracts with City Transit and Contractors ensuring compliance with Division standards for safety and service delivery .


Financial Management:

  • Monitors departmental expenditures and ensures compliance with Division financial policies and procedures.
  • Provides regular financial reports and recommendations to the Secretary-Treasurer regarding cost efficiencies, service improvements, and long-term capital planning.
  • Prepare the Alberta Learning Transportation grant submissions in conjunction with the Supervisor of Support Services and Secretary Treasurer
  • Oversees and verifies monthly payroll submissions for hourly transportation employees, including bus drivers, ensuring timesheets are accurate, complete, and processed in accordance with Division pay schedules and approved salary grids.


Human Resource Leadership:

  • Hires, supervises and evaluates all transportation services personnel.
  • Ensures all drivers maintain valid Class 2 licenses with “S” Endorsement and meet Division standards for conduct and performance.
  • Establishes and approves work schedules, timesheets, and pay in accordance with Board-approved compensation grids.
  • Promotes a culture of safety, respect, and teamwork within the department.
  • Supports ongoing professional learning and staff development initiatives.


Safety and Compliance:

  • Ensures compliance with all legislation and standards, including Alberta Education, Occupational Health & Safety, and the National Safety Code.
  • Coordinates driver safety and student conduct training programs.
  • Investigates incidents, accidents, and complaints, responding promptly and attending major accident scenes as required.
  • Oversees the review and management of bus video systems to support safety investigations.
  • Collaborates with the Supervisor of System Services to assess and determine route cancellations due to weather or hazardous road conditions.


Communication and Public Relations:

  • Communicates effectively with parents, staff, and the public to build understanding and confidence in the Division’s transportation services.
  • Coordinates and supports field trip transportation in collaboration with school administrators.


Continuous Improvement and Reporting:

  • Conducts annual reviews of transportation processes, procedures, and the Driver Handbook, recommending updates to the Supervisor of System Services.
  • Collects and analyzes fleet performance data to inform operational and strategic decision-making.
  • Researches and evaluates emerging transportation technologies, including electric and alternative-fuel vehicles, to enhance sustainability and efficiency.


Qualifications and Experience

  • Post-secondary education in Transportation Management, Business Administration, or a related field (equivalent combination of education and experience will be considered).
  • Minimum five (5) years of progressive experience in transportation operations and fleet management
  • Demonstrated experience in leadership and staff supervision.
  • Strong knowledge of Alberta Education Transportation Funding Guidelines, National Safety Code, Occupational Health & Safety, and Motor Vehicle Act regulations.
  • Experience in budget preparation and financial management.
  • Proficiency in transportation software and route planning systems
  • Valid Class 2 driver’s license with “S” Endorsement or willingness to obtain.
  • Clear Criminal Record Check and Vulnerable Sector Screening are required.
