POSITION TITLE:    Manager, Accounting Services

LOCATION:                  Brockville Board Office, 225 Central Avenue West, Brockville, Ontario

REPORTS TO :            Senior Manager, Finance

SALARY :                        $92,929 - $120,801.00


Job Summary

The Manager of Accounting Services is responsible to manage the accounting, internal audit, school support and financial operations of the Board, while providing leadership and management to accounting department staff.


List and Brief Description of Specific Duties:

Planning

  • Develops annual work plans and related budget for the functional area
  • Participates in budget planning for the overall department

People Leadership

  • Manage departmental staff, including overseeing and measuring department and personnel objective-setting processes,         mentoring and coaching staff and overseeing general functions

Program, Policy and Procedure Development

  •  Responsible for the development and implementation of UCDSB accounting and financial policies procedures and                   controls ensuring alignment with PSAB and ministry requirement
  • Implement new standards related to department

Operation

  • Manage financial activities and reporting for the Board including the preparation of financial statements and support for   the budget
  • Provide assistance and information to the Board departments and the Audit Committee with accounting related matters
  • Manage the financial recording and reporting aspects of the Board’s charitable foundation, and prepares federal                        government charity return
  • Prepare interim and year-end financial statements
  • Responsible for managing and competing tax-related activities
  •  Provides project management and subject matter expertise as required


SKILL

Knowledge

  • Specific knowledge of:
  • Accounting, financial statements, and related policies, procedures and techniques
  • Financial and accounting practices and reporting requirements for the both the broader public sector and the education sector in particular 
  • Computer based applications and programs that support financial/accounting management and reporting
  • Ability to use technical knowledge to provide advice and guidance to other departments and team members

Formal Education and/or Certification(s)

  • Minimum: University degree and a professional accounting designation

Years of Experience 

  • Minimum: 4 to 5 years of experience

Competencies

  • High attention to detail, especially with regards to preparing financial statements
  • Ability to use technical tools and software in the completion of tasks

Interpersonal Skills

  • Communications occur daily with internal employees throughout the organization, and on a weekly or monthly basis with suppliers/contractors, customers/clients, internal executives, government representatives, professional associations and advisors (e.g. auditors). The most frequent contact is with employees to ensure task/department objectives are completed.
  • The Manager of Accounting serves on committees with Trustees and may be required to provide information and answer questions for the audit committee.
  • The Manager of Accounting is the key liaison with external auditors, providing information and answering questions.
  • A range of interpersonal skills are used to perform activities such advocating decisions and actions, collaborating with other departments, communicating routine and complex information to other employees and administrators, diplomacy, influencing employees to ensure tasks are completed, and assisting with conflict resolution.
  • Where a vendor issues cannot be resolved at a staff level, the Manager will serve as a point of escalation; these are                            typically challenging issues.


EFFORT

Physical, Visual/Auditory and Mental Concentration

  • Physical effort includes extended periods of time where the incumbent is seated and working at a computer.
  • There may be the requirement to work for extended periods of time to meet deadlines.
  • Visual concentration may include regularly reviewing detailed financial reports and written documentation.
  • Auditory concentration may include listening and responding to employee requests, and assisting employees when                         required to complete tasks.

Complexity

  • Tasks are generally varied with some tasks being routine in nature and other tasks requiring the definition of new guidelines. A typical problem is fixing errors in financial reports and correcting errors on financial statement forms, which contain numerous pages and detailed exhibits.
  • Problems are resolved through the interpretation and application of financial and accounting standards.
  • A key challenge is the requirement to prioritize and balance competing priorities.


RESPONSIBILITY

Accountability and Decision-Making

  • Incumbents generally have the authority to provide guidance, advice and direction to staff, recommend how to account for different expenditures, approve invoices and issue billings, and approve all human resource requests for department within policies.
  • Require formal approval for journal entries affecting general ledger (co-approved with Assistant Comptroller of Finance), financial borrowing more than overdraft facility, and hiring and/or disciplinary decisions relating to departmental staff (co-made with Comptroller of Finance).

Impact

  • Generally, has an impact within the organization, and some limited impact to external parties. Impact is generally related to proper functioning of the department, and may have an impact on the decision of Board Executives (e.g., through financial reports).
  • The most significant impacts are on employees, financial records, and reduced client service, because of the direct oversight provided.
  • Errors are generally identified by the incumbent, manager, someone within the organization and/or auditors.

Development and Leadership of Others

  • Directly responsible for supervision of 4 staff (Accounting Coordinator, Accounts Payable Assistants and Accounting Assistant) within the department.
  • May be required to provide guidance, direction, lead a project team, manage the performance of a team, delegate/allocate tasks, recruit/select employees, organize and coordinate others, and act as a professional mentor.

WORKING CONDITIONS

  • Works in a typical office environment, with constant exposure to a computer screen.
  • There may be occasional requirement to travel to schools.
